Nested corelib submodule

Moves stdlib ownership to nested corelib / beskid_standard submodules: superrepo wiring, compiler-embedded corelib for standalone CI, stdlib artifact manifests in pckg, CLI provisioning isolation, and cleanup retries — so registry, CLI, and compiler CI share one stdlib source and duplicate in-tree standard_library trees are removed.
